This one comes out of Sydney, but is a common sight throughout Australia. Municipalities (known as councils in Aus) are very open about the risks of walking under a canopy in high winds. As we all know, managing trees for risk is a difficult job, and it's impossible to have the time or the funds to deadwood every single tree in public spaces.
This approach at the very least is a good way to warn the public to a real danger that can be easily overlooked.
